The Salt Lake County Equestrian Park is governed under the umbrella of Salt Lake County as a whole and the Salt Lake County Parks and Recreation Division specifically.  Each of the above entities have policies and procedures that govern the Salt Lake County Equestrian Park. Those policies are available upon request. The following policies and procedures are ones that govern the Equestrian Park Specifically. These policies can be changed, amended, updated, or rewritten without notice. A copy of these policies and procedures can be obtained at the office of the Equestrian park.

GENERAL RULES

Boarding

Month to Month payment
Payments for stall, walker space, tack room, runs and paddocks are due on the 1st of each month. We allow a 10 day grace period after which a $25 late fee is attached. Any boarder who is late three times in a rolling year is categorized as a chronically late and may be evicted from the park.

Termination of stalls
Permittee may terminate upon fifteen (15) days written notice to County. If termination is without 15 days notice the boarder shall be responsible for the following month’s payment. County may terminate, in writing, to Permittee at any time for any reason

Liens and Collection Cost:
To secure Permitted obligations, Permittee will grant County a first lien against property of Permittee in the park. County shall have the right to impound Permittee property at the park, including any animals. Should unpaid charges remain unpaid for a period of 30 days after invoicing, County shall have the right to sell such impounded property, including animals, at public auction, and to apply such cash proceeds from the auction to the retirement of unpaid charges. Permittee agrees to pay any and all costs of collections including attorney fees.

Rule enforcement

Park Attendants:
Park attendants are responsible for the general safety of the facilities, boarders, users and welfare of the animals. They are also responsible for the care and use of the facility, collection of monies and the enforcement of Park Policy for the safety and enjoyment of our clients.  They are empowered to use their judgment to make sure the above responsibilities are provided for. Immediate cooperation with their decisions is mandatory.  Failure to comply with Park Attendants may result in facility users losing riding privileges and may result in eviction from the Park.

General Barn and Park Policy:

In order to provide for the barn flow, barn function, and general public safety and enjoyment:
1. Owners, trainers and boarders are expected to keep alleyways clear of equipment, excess hay, bedding etc. 
2. Heat lamps, space heaters, and water trough heaters are not permitted in the barns. Only incandescent light bulbs allowed.
3. Alcohol usage in the park is prohibited.
4. You are responsible for your own tack. Please plan accordingly for safe keep of your personal belongings. The Equestrian Park is not responsible for lost or stolen personal items.
5. Smoking is not permitted in the barns or within 20 feet of a barn entrance as per Utah State Code.
6. Only one animal is permitted per stall.  Mares and unweaned foals are excepted with the advanced approval of the Park Manager.
7. Park and barn lights must be out by 11 pm
8. Animals are not permitted to be tied to stall doors or stall fronts.  Clients should use hitching rails, or their horse trailers to tie horses.
9. Subletting of stalls is prohibited.
10. You must give us a 2 week notice before vacating a stall. If you fail to give the notice, you will be charged for the balance of the month.
11. You are responsible to keep your stall areas clean. When vacating a stall, it is the boarders responsibility to clean the stall.

Care of Horses:

Feeding: Owners and trainers are expected to feed each morning and evening. Horses shall have continuous access to water.  Stalls shall be cleaned at least once each day.  Owners are permitted a maximum of four bales of hay to be stored in front of their stall.  Additional hay must be stored in hay storage area or tack rooms.  The Program Manager may permit the storage of ? ton bales. Grain or other feed is acceptable provided it is kept in a bucket or barrel with a closeable and lockable lid.
Cleaning: In order to provide for the general aesthetics, professionalism, insect control and animal welfare: Owners, trainers and boarders are required to clean their stalls each day.  All stall renters shall maintain a minimum bedding depth of at least two inches of clean shavings.  Straw is only permitted for foaling purposes and boarders must secure written permission from Park Management prior to using straw.  Shavings bins are available on a first come first serve basis.  Generally, boarders should not encumber more than one bin, as the spaces are extremely limited. The Equestrian Park checks stalls weekly to ensure the well being of horses. If stalls are unclean, horses are without upkeep or if the horse looks abused, this could be means for eviction from the park. Any patron that notices another horse in these circumstances is encouraged to contact South Jordan City Animal Control.

Tack Rooms: are available on a first come first serve basis. Renters may choose to rent an extra stall and use it for hay and tack storage. However, modifications to stalls in any way, must be approved by the Park Manager prior to your enclosing or changing a stall.

Hay Storage: is available on a first come first serve basis. Hay storage is limited. Those without a place to store hay may use a tack room or tack stall to store hay. There is a waiting list in the front office for hay storage as well.

Walker Space: is available on a first come first serve basis. Walkers are privately owned, maintained and operated.  We rent the space only. Patrons desiring to have walker space should come to the office and get on a waiting list. Walkers must be put in designated walker space as per our master plan of the park.

SELLING WALKER MOUNTS PROHIBITED:

There has been some confusion lately as to the selling of walkers and walker mounts. Let me clarify it so that we are all on the same page.

The walkers are privately owned, obviously, you are welcome to sell your walker at anytime to anyone. However, the walker mounts or places where the walker mounts/spots are COUNTY OWNED and you can NOT sell those with the walker or include that as part of the agreement while negotiating the sell of your walker.

If you sell your walker the person buying the walker has to move the walker out of the equestrian park immediately! If the person buying your walker wants to keep it in the Equestrian park, they need to make arrangements with the Salt Lake County Equestrian Park Management. We do have a waiting list for walkers and so the likelihood that the purchaser of your walker will be able to keep it in the same spot is unlikely.

Once again you do not have the right to sell or make any arrangements for the continued use of any walker mounts/spots here in the Equestrian park. Remember, whomever we have under contract for any walker mount will be held accountable and liable for that walker and its mount.

Runs: are available on a first come first serve basis, however there is a waiting list for runs also. Two (2) horses are allowed in a run at one time. Modifications to runs, structures or fences is prohibited. Any maintenance issues must be taken up with the Maintenance Supervisor.

Paddocks: are located behind the B,D and E barns.  Paddocks are first come first serve. You are encouraged to get on the paddock waiting list if you have interest. A maximum of 6 horses are allowed in the paddock.

Shavings Bins: are available on a first come, first serve basis. Bins are made available for usage as a courtesy only. The Equestrian Park is not responsible for liability regarding the bins. However, we reserve the right to approve or disapprove conditions of or contents in the bins. Each bin must remain clean.  Covering, cleaning, delivery, and piling of shavings is the boarders responsibility. Help can be obtained by requesting from our main office. 1 shavings bin per boarder or group.  Additional policies and procedures regarding shavings bins are as follows:

1. Shavings bins S1 - S28 will be rented on a month to month basis for a charge of $20 per month. Shavings Bins. This charge will begin November 1, 2006 for those who are in temporary bins.

2. Shavings bins S29 - S38 will be rented on a month to month basis for a charge of $15 per month. Shavings Bins. This charge will begin November 1, 2006 for those who are in temporary bins.

3. Shavings bins must be kept clean and tidy, including the cement apron in front of the bins.

4. Shavings need to be within the walls of the bin and under a tarp at all times.

5. A tarp must cover your shavings at all times. The tarp can only be secured with a caped pipe, or piece of lumber in the front and in the back. NO OTHER ITEM (pallets, tires of any kind, metal, etc) CAN BE USED TO SECURE YOUR TARP. If you have questions about this please come and see us in the office.

6. Nothing else is allowed in to be stored in the bins (hay, hay pellets, straw, etc.) except wood shavings or sawdust for the purpose of bedding stalls.

7. You may not attach anything to the bins whatsoever!

Round/working pens All round pens are considered working pens and must be treated as such. The rules are as follows: (1) Owner must be present with animals (2) Working pen used as a turn-out is prohibited (3) No feeding (4) 30 min per animal (5) Dogs must be on a leash. Failure to comply with these rules may result in eviction from the facility. If animals are left unattended in the round pens or arenas, they may be locked in by our staff and the owner will have to come to the main office to let them out. Please be courteous to all users and boarders of the facility.

Trailer Space:
Horse and equine related trailer rental space is available for boarders at an additional fee. All horse trailers must be parked on the east fence, next to the overflow pond. All trailers must have a current sticker on the trailer. The stickers can be purchased at the front desk for a minimal fee. Recreational house trailers, cars, trucks, boats and other vehicles are prohibited. It is inappropriate for boarders to leave trailers over night in any other place within the park, except the previously mentioned designated trailer spaces.

Arenas:
The public may use arenas during open riding times.  Users must display annual pass or other proof of payment.  Park attendants may stop users at any time to verify proof of payment. Failure to purchase a daily or yearly pass is considered theft of services and will be handled appropriately.
General arena etiquette is as follows; slower traffic should stay along the outside rail. Reverse (clockwise) traffic should assume the next lane to the inside of the arena.  Faster traffic should assume the next lane in and so forth.  Stops, spins, backing and other stationary work should be conducted in the center of the arena.  Arena users shall conduct themselves professionally and exercise courtesy at all times.
Barrels, jumps, poles and other equipment are generally not permitted during open ride times.  Park attendants, based on their judgment, may allow the use of such equipment but retain the prerogative of requiring that such equipment be removed at any time. 
Park attendants may allow or disallow users to engage in certain activities relative to other arena dynamics.  For instance, attendants may permit speed work     provided you are the only one in the arena.  However, based on congestion, novice users, novice horses, etc., attendants may prohibit such an activity at another time.  Users are responsible for controlling their animals at all times.  Animals may not be turned out in arenas or round pens at any time.  Animals may not be tied to green panels at any time.  Animals not being used should be tied to the riders horse trailer.  A limited number of horses may be tied to the white rails. Dogs are not allowed in the indoor arena and must be secured on a leash at all times. No Exceptions!

Arena Rental Protocol:
Events will be scheduled the first working day of January of each year-Bookings will occur on a first come first serve basis unless a first or second right of refusal applies.  A deposit of $100 is required to hold dates. Outside sound and lights must be out by 10 pm and 11 pm respectively.
Open Ride:
Mondays will be open riding unless otherwise scheduled.  Open riding will be available Mon.-Fri. during the hours of 8 am to 5 pm provided no booking is in place. Open ride is $3 a day or $50 per year.
Open riding may be bumped by parties wanting to schedule hourly.  Hourly bookings may be bumped by parties scheduling events. County will provide immediate notice of bumping.
Tuesdays, Wednesdays, and Thursdays may be booked hourly by reserving 1 of two slots 6 to 8 or 8 to 10.  Hourly bookings may be arranged through the Program Coordinator.  It is available in 2 hour minimum increments with a 4 hour maximum.  Bookings must be done prior to the release of the current schedule. Other rules and options can be clarified by contacting the Program Coordinator.
Program Manager will retain the right to use his/her discretion in scheduling clients by booking events which will more effectively lend themselves to attaining revenue goals.

Racetrack
In order to provide for the training and competition of racing horses, saddle horses are discouraged, but not prohibited, from using the track. Saddle horse users are instead encouraged to use the arenas, round-pens, polo field, etc.  Track users are required to wear a helmet and encouraged to use a chest protector while riding on the track.  Track users should take every precaution to ensure that safety is provided for.
Track General Etiquette provides that:

  1. Track users, jockeys should proceed in a counter clockwise direction for exercising horses.
  2. Slower traffic should stay to the outside rail.
  3. Jockeys should be aware of and communicate with other users in order to avoid accidents.
  4. Owners, trainers and jockeys shall conduct themselves in a professional manner at all times and exercise courtesy while using the facility.
  5. Track users must display Annual Passes or other proof of payment while using the facility.  Staff may stop users and request such proof at any time.

Other Park Rules

Food and Alcoholic Drinks:
Outside food and drink are not permitted in the arenas or race track.  Beer and/or alcohol is not   permitted in the park except in the arena and sold by Equestrian Park staff. Failure to abide by this rule may result in removal from the park and action by local law enforcement.

Dogs:
Dogs are permitted in designated areas.  They are not permitted to be on the concourse at any time. Dogs are not allowed to run with horses, leashed or unleashed, while in arenas. Owners must leash their dogs.  Owners must clean up after their dogs. Owners must accompany their dogs at all times.  Owners are solely responsible for any damage or injury caused by their dogs.
Theft:
Stealing, which includes but is not limited to taking shavings, taking hay or other items for usage, stealing tack, as well as theft of services for not paying riding fees is strictly prohibited. County Policy is that those caught stealing will be evicted and trespassed from the park and we will prosecute those whom steal to the full extent of the law. We encourage boarders to do likewise.

Sick Horses:

Adopted May 25, 2006

Recently we have had an outbreak of certain equine sicknesses throughout the park. The outbreak has been precipitated by horse owners moving sick horses out of their stalls and throughout the park. We want to try and get a handle on this outbreak and have set up certain rules for all to follow in the case that your horse(s) is sick or contracts any contagious disease.

These rules must be followed and completed as soon as you know that you have a sick/contagious horse(s). Failure to do so will result in your sick horse(s) being expelled from the park and you forfeiting your rights to the stall(s) where your sick horse(s) lived.

1. You need to notify Salt Lake County Equestrian Park Management immediately if you suspect you have a sick/contagious horse(s).
2. Make contact with a veterinarian as soon as possible to verify the health of the horse(s).
3. Until we can verify, by a veterinarian, that your horse is not sick; your horse will be quarantined to its stall. IT CANNOT LEAVE ITS STALL FOR ANY REASON.
4. The office will provide you with a sign that you must hang on your stall at all times indicating your horse is sick and quarantined.
5. If the veterinarian determines your horse is sick/contagious, your horse will be quarantined with a sign on the outside of the stall and door of the barn (if it is in an indoor barn) until a veterinarian can determine that it is healthy. This generally takes 30 days. We ask that you limit your horse’s movement around the barn, and keep him or her in his or her stall as much as possible. YOUR HORSE WILL BE QUARANTINED TO ITS PARTICULAR BARN AREA AND STALL.
6. Sick horses are not allowed in any public areas including arenas, round-pens, walkers, race track, polo field and any other public area of the park until they are determined healthy!
7. If your horse is in a paddock or run and you suspect that it is sick, the horse needs to be brought into one of your stalls immediately. In addition you need to follow the above quarantine rules (contact office, contact vet, do not move the horse, etc.).
8. You will be required to put a foot bath of water and Chlora-hexadine outside the infected stall(s) so that anyone who goes in the stall or near the stall can wash their shoes and kill the germs. WE DO NOT WANT TO SPREAD THE DISEASE. The foot bath needs to be outside the stall for the full 30 days of the quarantine.
9. After the abscess stops draining fluid, you will be required to clean your stall, tack and water buckets with Chlora-hexadine and water.

Failure to follow these rules will result in you and all of your horses being evicted from the park. If you knowingly move a sick horse from one barn to another or into a public area, you will be evicted from the park. Even if you have stalls in two different barns, you cannot move a sick horse from one barn to another.

We ask that everyone follow these rules in order to stop the spreading of these diseases. If you have any questions, please let me know. Your cooperation is greatly appreciated.

Vaccinating Horses
We understand that you may want to vaccinate your horse against certain diseases, especially EVA. We have talked with several veterinarians, including the state veterinarian's office and all say that if you are concerned you should vaccinate.

This is a public facility and many people use the park. We also have nearly 100 boarders who stall horses here daily. We have spoken with several veterinarians and have asked what effects a vaccinated horse has on horses around it. In so doing we have created some guidelines as that need to be followed so that we can all co-exist together. The following recommendations were created in consultation with the veterinary community. We ask that you follow them.  If you do not you will be asked to vacate the park immediately. We take the health of all horses who use the park seriously and will not tolerate the carelessness of owners in any way. We need to co-exist in a courteous and effective manner so we ask that you follow the rules:

If you are vaccinating your horse against EVA please:
1. Inform Equestrian Park management prior to vaccinating your animal
2. Post a sign, provided by the office, on your stall door and barn entrances, indicating that your animals has been vaccinated
3. Isolate your horse to its stall for 21 days from the time of the vaccination
4. DO NOT take your horse in any arenas, including the indoor, round pens or place them on your walker or in paddocks or runs
5. Remove your animal from the property for 21 days after the vaccination if you can.
6. After being in contact with your horse do not touch or contact any animal until you have washed your hands properly with soup and water
7. Do not allow your horse to contact any other horse in the park especially nose to nose.
